• Hay que is a common way to express obligation, both formally and informally. It can be used in all tenses, and is always followed by the infinitive:

Hay que saber qué pasa en el mundo. Había que atravesar la región a pie. Habrá que esperar hasta mañana. Hay que tener en cuenta la historia. |
One should know what happens in the world. You had to go across the region on foot. We'll have to wait until tomorrow. One ought to keep history in mind. |
